A Case Study on the Establishment of the National Food Security and Agri-Tourism Council (Nfsatc) for Project Management in Ensuring Food Security Through Agricultural Distribution and Tourism Integration

Abstract
This case study examines the institutional gaps and operational pain points that constrain the NFSATC’s ability to fully implement its food security and agri-tourism strategies. By leveraging digital agriculture, sustainable financing, climate-resilient farming practices, and stronger inter-agency collaboration, the NFSATC can establish itself as a globally competitive and resilient model for integrated food security and tourism development in the Philippines. Anchored on its mandates and aligned with the Philippine Development Plan 2023–2028, the NFSATC’s strategic goals and objectives include ensuring a stable food supply and price stability through national crop rotation, distribution networks, and surplus management systems. It strengthens agricultural value chains by developing logistics hubs, cold storage facilities, and transport systems nationwide. It also promotes agri-tourism as a tool for rural development by enhancing farm-to-table initiatives, culinary tourism, and cultural heritage experiences. Furthermore, it advances food self-sufficiency by prioritizing local production and reducing dependency on imported commodities. The Council adopts project management frameworks such as the Project Management Body of Knowledge (PMBOK) and Results-Based Management to ensure accountability, efficiency, and measurable impact. Finally, it embeds sustainability and climate resilience across all programs to ensure that agricultural systems can adapt to environmental challenges. Through these guiding principles, the NFSATC positions itself as a transformational institution that bridges agriculture, tourism, and governance to secure the nation’s food systems while fostering inclusive economic growth. To sustain its role in ensuring food and tourism stability, the NFSATC should pursue a market penetration strategy by strengthening partnerships with local government units, cooperatives, and private-sector logistics providers. At the same time, continuous process improvement remains critical. The NFSATC must integrate advanced technologies such as AI-driven crop forecasting, real-time logistics tracking, and climate-resilient farming systems to enhance agricultural productivity and supply chain stability. Reinforcing its agri-tourism clusters will further promote inclusivity, resilience, and efficiency within the Philippine food system.
