Assessing the Roles of Public Administrators in Reducing the Socioeconomic Inequalities Towards Good Governance

Abstract

This paper examines policy processes, including development, analysis, implementation, and review, and explores how public administrators can help reduce socioeconomic disparities. The study employed a qualitative descriptive research approach using semi-structured interviews with local government officials, decision-makers, and legislators. The thematic analysis revealed that management contributions to economic justice largely depend on inclusive decision-making, evidence-based policy choices, effective strategy implementation, and continuous policy review. The findings further indicate that economic equity is strongly influenced by social justice, improved infrastructure, sustained economic growth, and effective governance. A review of administrative practices during the governments of Diosdado Macapagal, Gloria Macapagal-Arroyo, and Ferdinand Marcos Jr., both historically and in the present context, was conducted to examine how governance strategies contributed to equity. The findings identified key challenges in policy implementation, including limited budget autonomy, bureaucratic inefficiency, resistance to change, and low levels of public trust. Despite these challenges, the study found that initiatives such as capacity building, inter-agency collaboration, public participation, and the use of technology in governance enable public administrators to more effectively support equitable development. The study further recommended the establishment of a national socioeconomic equality research unit, the creation of participatory governance bodies, and the enactment of updated financial regulations. This research contributes to ongoing discussions on inequality and governance by highlighting the critical role of public administrators in promoting inclusive development and social justice. It emphasizes the importance of adaptability, equitable policy formulation, and stakeholder consultation in achieving sustainability and justice. The findings provide insights to inform government reforms aimed at reducing inequality and promoting economic equity across diverse Philippine communities.
