Comparative Economic Analysis Towards Public School Teacher Retention

Abstract
This study investigates the economic benefits provided to public school teachers under the Philippine Educational Benefits (PEB) and United States Educational Benefits (USA EB) frameworks, with a particular focus on their influence on teacher retention. Using a quantitative descriptive correlational research design, the study compared salary structures, benefits, professional development provisions, and career advancement opportunities across the two systems. The findings reveal significant disparities between the two frameworks. The USA EB framework offers more competitive compensation and stronger career support, contributing to higher levels of teacher retention. In contrast, the Philippine system faces challenges such as inadequate compensation, unclear career progression, and limited professional development opportunities, which contribute to increased teacher migration. The study concludes with recommendations aimed at enhancing teacher compensation, expanding professional development opportunities, and strengthening governance transparency to reduce teacher migration and improve teacher retention within the Philippine education system.
