Operational Risk Management Model for Multi-Purpose Cooperatives in Bulacan

Abstract

This study examined the interrelationships among governance and risk oversight, organizational capability and risk culture, and organizational resilience and sustainability to develop an Operational Risk Management Model for multi-purpose cooperatives in Bulacan. The research aimed to determine how governance structures and risk-oriented organizational practices contribute to cooperative performance and long-term viability. A quantitative-descriptive correlational design was employed using a validated survey instrument administered to 78 cooperative leaders and officers from selected multi-purpose cooperatives in Bulacan. Data were analyzed using one-sample t-tests, regression analysis, and ANOVA to determine the significance and predictive relationships among governance, capability, and resilience variables. Findings revealed that governance and risk oversight practices were highly implemented, particularly in transparency, internal controls, ethical leadership, and compliance with Cooperative Development Authority regulations. Organizational capability and risk culture were also rated high, reflecting adaptability, effective communication, and shared accountability within cooperatives. Organizational resilience and sustainability demonstrated consistently strong levels, evidenced by operational continuity, member trust, innovation, and community engagement. Regression analysis established a significant positive relationship between governance and risk oversight and organizational resilience and sustainability (β = 0.764, p < .001), indicating that transparent governance enhances cooperative resilience. Mediation analysis showed that organizational capability and risk culture significantly mediate this relationship. ANOVA results further confirmed the interdependence of governance and resilience constructs (F = 9.242, p < .001; F = 64.221, p < .001). The study concludes that effective governance and structured risk oversight, reinforced by strong organizational capability and a proactive risk culture, are critical drivers of cooperative resilience and sustainability. The proposed Operational Risk Management Model serves as a strategic framework for cooperative leaders and policymakers to institutionalize transparent, participatory, and sustainability-oriented risk management practices. It is recommended that the Cooperative Development Authority and cooperative federations adopt the model as a benchmark for enhancing operational efficiency, accountability, and long-term cooperative stability.
