Project Governance and Risk Management in the Philippine Sports Commission

Abstract

This case study examines project governance and risk management practices within the Philippine Sports Commission (PSC), the government agency mandated under Republic Act No. 6847 to oversee amateur sports development in the Philippines. Operating under the Office of the President, PSC manages national sports facilities, supports elite athlete development, and coordinates with the Philippine Olympic Committee and National Sports Associations. The study evaluates governance structures and operational challenges affecting PSC’s capacity to prepare Filipino athletes for major international competitions, including the SEA Games and the Olympics. The study employed strategic management tools, including TOWS analysis, the Internal–External (IE) Matrix, and the Quantitative Strategic Planning Matrix (QSPM), to assess organizational positioning and identify feasible governance and risk management reforms. These tools were applied to evaluate internal capabilities, external pressures, and strategic alternatives for institutional strengthening. Despite stable funding and a clear legal mandate, PSC faces operational constraints such as compressed project timelines, multi-stakeholder coordination complexities, procurement delays under Republic Act No. 9184, scope creep, and limited institutionalized project governance due to the absence of a formal Project Management Office (PMO). The analysis revealed that weak risk integration and fragmented oversight mechanisms reduce implementation efficiency and accountability. The study recommends the establishment of a centralized PMO to standardize project governance, institutionalize risk management processes, and strengthen performance monitoring. It further proposes digital procurement and project tracking systems to enhance transparency and reduce delays. A phased reform roadmap (2026–2028) is outlined to guide implementation, improve public trust, and elevate PSC’s capacity to deliver world-class sports infrastructure and athlete support services. Strengthened governance and integrated risk management are positioned as essential to sustaining PSC’s mandate and advancing national sports development goals.
