Strategic Alignment and Organizational Readiness of Social Security System in Implementing the 2023-2025 Strategy Map

Abstract
This study assessed the strategic alignment and organizational readiness of the Social Security System (SSS) in implementing its 2023–2025 Strategy Map, focusing on the integration of e-Government services as part of its modernization agenda. Guided by the principles of strategic management and organizational change theory, the study examined how the alignment between planned strategies and actual implementation, as well as the institution’s readiness in terms of leadership commitment, change efficacy, resource availability, and workforce capability, influences the success of digital transformation within the public sector. Using a qualitative research design through document analysis, the study reviewed official SSS strategy documents, operational frameworks, and performance reports. Data were thematically analyzed to determine the extent to which strategic direction and IT infrastructure support the implementation of e-Government services. Findings revealed that while the SSS Strategy Map clearly defines modernization goals, gaps persist between the “as planned” and “as implemented” stages, particularly in aligning digital initiatives with business outcomes. The analysis also indicated that although leadership commitment and resource allocation are evident, variations in employee readiness, legacy IT systems, and fragmented process integration continue to challenge full digital adoption. The study concluded that the success of e-Government implementation depends on the synergistic relationship between strategic alignment and organizational readiness. Strong leadership and structured planning are not enough; they must be supported by capable human resources, integrated IT systems, and continuous process improvement. Based on the findings, three key recommendations were proposed: (1) institutionalize a digital performance governance framework that links strategic goals to measurable IT and service outcomes; (2) enhance organizational readiness through continuous digital upskilling and modernization of legacy systems; and (3) adopt an enterprise architecture framework to ensure full integration of business, IT, and operational processes. The proposed Strategic Alignment and Organizational Readiness Model encapsulates the study’s findings, positioning SSS as a digitally empowered, strategically aligned, and citizen-centered institution. The model serves as a roadmap for achieving efficiency, transparency, and sustainability in implementing e-Government services, aligning with the Philippine Development Plan 2023–2028 and the United Nations Sustainable Development Goals on innovation-driven governance.
