The Effectiveness of Alternative Learning System Educational Program among Persons Deprived of Liberty in the Bureau of Jail Management and Penology of City of San Jose del Monte

Abstract

The primary purpose of this research study is to assess the effectiveness of an educational program implemented among Persons Deprived of Liberty (PDL) at the Bureau of Jail Management and Penology (BJMP) in the City of San Jose Del Monte during the years 2025 - 2026. This study incorporated the use of a type of descriptive quantitative research design.The primary respondents of this research study will be the forty (40) Persons Deprived of Liberty and ten (10) Bureau of Jail Management and Penology personnel of City of San Jose Del Monte.This research employed a survey-questionnaire to collect data for the study The study evaluated the effectiveness of Alternative Learning System educational program and found out its effectiveness among PDL's with proposed Action Plan title "Breaking Barriers PDL's Learning Action Plan" Chapter 4 summarizes a study on BJMP educational programs for PDLs, highlighting demographic contrasts: PDLs are mostly young (18-25, 45%), single (80%), and short-term detainees (1-2 years, 42.5%), while BJMP staff are older (34-41, 40%), married (60%), and long-serving (5-6 years, 40%). All programs—ALS (PDLs 3.84, staff 3.92), TVT (3.87/3.88), and Read Your Way Out (3.86/3.82)—were rated "Very Effective," with PDLs prioritizing employability and accessibility, and staff emphasizing practical skills and clarity. Key problems included material shortages (38%), few instructors (26%), and security limits (20%). Conclusions affirm the programs' success in rehabilitation despite demographic gaps, recommending NGO partnerships, flexible sessions, volunteer training, and progress tracking. Future researchers should pilot these in one facility to measure participation gains
