The Implementation of Anti Drunk Driving Law in Barangay Minuyan Proper San Jose del Monte Bulacan

Abstract

This study focuses on the implementation of the Anti-Drunk Driving Law by the PNP and CTMG in Barangay Minuyan Proper, City of San Jose del Monte, Bulacan. It involved 100 respondents, including 65 drivers, 10 barangay officials, and 25 law enforcers. Using a descriptive research method, the study aims to assess the level of awareness, enforcement practices, and compliance with Republic Act No. 10586. Anchored on the Theory of Planned Behavior. This study assessed the implementation of the Anti-Drunk Driving Law (Republic Act No. 10586) by the Philippine National Police and the City Traffic Management Group in Barangay Minuyan Proper, San Jose del Monte, Bulacan, focusing on law enforcement practices, driver compliance, and the availability of funds and logistics. Using a descriptive quantitative research design, data were collected from 100 respondents, including drivers, barangay officials, CTMG personnel, and law enforcers, through validated researcher-made questionnaires. Findings revealed that while respondents generally demonstrated awareness of the law and its penalties, challenges such as limited resources, insufficient equipment, operational delays, and gaps in public awareness affect enforcement effectiveness. Based on these results, the study proposes enhanced measures, including procurement of additional breathalyzer units, improved inter-agency coordination, simplified documentation, public information campaigns, and ethics training for enforcers, aiming to strengthen law enforcement, increase compliance, and promote road safety in the community. The findings of the study indicate that the implementation of the Anti-Drunk Driving Law in Barangay Minuyan Proper is generally perceived as effective, particularly in terms of law enforcement practices and the availability of funds and logistics. Respondents strongly agreed that the Philippine National Police and City Traffic Management officers demonstrate visibility, professionalism, and proper conduct during checkpoint operations. However, the level of compliance among drivers was only rated as “Agree,” suggesting that while many drivers follow the law, some still engage in risky behaviors such as driving after consuming alcohol. The study also revealed significant differences in respondents’ assessments across the variables of law enforcement practices, compliance, and funds and logistics, indicating varying perceptions regarding the effectiveness of implementation.
